Catherine Anderson is the Acting Director for the Division of Risk Adjustment Operations in the Payment Policy and Financial Management Group within the Center for Consumer Information and Insurance Oversight (CCIIO). Ms. Anderson is responsible for leading development and implementation of the permanent Risk Adjustment Program set forth in the Patient Protection and Affordable Care Act. This entails leading the development, implementation and execution of the policy, operational, and business requirements related to the ACA Risk Adjustment Program, including HHS-operated risk adjustment data validation (HHS-RADV).

Rob Kirkner is a Social Science Research Analyst for Evaluation and Inspections in the Office of Inspector General, U.S. Department of Health and Human Services (HHS). He has helped conduct evaluations of several HHS programs, including Medicare Advantage. He received his Bachelor of Arts from La Salle University, and a Master of Public Administration from the University of Pennsylvania.

Frank Micciche is NCQA’s vice president of Public Policy and External Relations. In this position, he directs NCQA’s relations with Congress, federal agencies and the states, as well as NCQA’s work with employers, associations, corporate sponsors and the media.Micciche was formerly the Vice President for Partnerships and Coalitions at the Campaign to Fix the Debt, a nonpartisan collaboration of prominent public and private sector leaders and more than 350,000 grassroots supporters working to address the nation’s fiscal imbalance. Prior to this position, he was a Senior Advisor on health reform at McKenna, Long & Aldridge, LLP and worked for the New America Foundation think tank.Micciche’s service in the public sector includes his time as a legislative director for the House Minority Leader in Massachusetts and as a federal liaison for Governor John Engler of Michigan. He served for four years as the Director of State-Federal Relations for Governor Mitt Romney (R-MA), where he led the Commonwealth’s Washington, DC, office and advised the governor on federal policy issues, with a focus on health care reform.Micciche holds a master’s degree in public policy from the John F. Kennedy School of Government at Harvard University, and a bachelor’s degree in political science from Tufts University.

Joshua Paul serves as a health insurance specialist and the risk adjustment and risk adjustment data validation technical lead within CCIIO’s Financial Management Group. He has also served in the Government Accountability Office’s Applied Research and Methods Team and, prior to entering the public sector, has previously worked in non-profit organizations where he conducted program evaluation activities for public health services, education programs, and services for the unhoused.

Jacqualine Reid is a Social Science Research Analyst in the Office of Inspector General, U.S. Department of Health and Human Services (HHS). She conducts national program evaluations on a range of issues effecting various HHS programs, including the Medicare Advantage program. She received her Ph.D. in Anthropology from American University.

Megan Tinker is Senior Advisor for Legal Affairs for the Office of Counsel to the Inspector General, U.S. Department of Health and Human Services. She advises the OIG on jurisdiction and oversight issues under the IG Act, and health care fraud and compliance matters, including Medicaid, Medicare and grant programs. Ms. Tinker is responsible for executive level direction and oversight on highly complex and sensitive matters for which the Office of Counsel provides legal advice and representation to OIG officials. This includes a wide range of issues dealing with fraud, waste, and abuse in HHS programs and grants.

Allison Yadsko Deputy Director, Division of Policy and Analysis

Centers for Medicare & Medicaid Services (CMS)

Allison Yadsko works as a health insurance specialist within the Financial Management Group within CCIIO. In this role, she mainly serves as a technical advisor on policies related to risk adjustment and risk adjustment data validation. Previously, she worked for five years in the Marketplace Plan Management Group within CCIIO working on policies including the essential health benefits and actuarial value. Outside of the public section, she has worked for a trade association and a professional organization. She graduated from Catholic University of America with a Bachelors in Politics and has a Masters of European Studies from the Katholieke Universiteit Leuven.
